1. What is CEEC-Debate
The CEEC-Debate Project is aimed at completing scientific activities launched in the current Member States to stimulate an academic debate on developments of EU integration, institutional reforms, and good governance. The project is situated in a broader context of deliberations of the Convention of Europe's future and EU enlargement. As a matter of fact, representatives of the applicant countries are perceived to be very active members of the Convention. Our project tries to answer the question in how far proposals for EU reforms made on Brussels' forum are developed by decision-makers, academicians and civil society in the future EU members.

2. Objectives
The main objective of the project is to raise awareness about the importance of a substantial and deep debate on Europe's future among Central European elites, politicians, and civil society. The "CEEC-Debate" focuses on monitoring and analysing the debate in the selected applicant countries from Central and Eastern Europe. Our hope is that conclusions of the debate in these countries will contribute to the preparation of the next Intergovernmental Conference.

Further objectives include:

  • Stimulation of a the debate in applicant countries on issues related to EU institutional reform and post-Laeken developments; i.e. debate on the institutional reform, a "constitution for European citizens", a better division and definition of competences in the European Union, good governance, simplification of the Union's instruments to improve democracy, transparency and efficiency in the European Union.
  • Stimulation of the participation of the civil society in this process.
  • Reflection on historical and cultural dimension of political culture (values, identity, social experiences etc.) in the CEECs and their impact on the institutional reform.
  • Integration of universities and research institutes from the applicant countries in the EU research activities as well as opening of a new model of scientific dialogue between the applicant countries.

    3. Working packages - implementation of the project
    The project is divided in three parts, so called working packages:

  • Work package 1: organisation of four workshops on the specified problems related to the finalité politique of the European integration in the applicant countries (Poland - January 2003, Slovenia - April 2003, Hungary - Fall 2003) and in Brussels (Spring 2004) to discuss progresses and developments of the debate in applicant countries. These workshops involve TEPSA institutes from EU Member States as well as from the applicant countries.
  • Work package 2: analytical survey in the applicant countries, as supplement of the Enlargement Watch. Issues to be included in the Enlargement Watch questionnaires concern analysis of the public discourse, and in particular of the positions of the governments, political parties and civil society on the debate on Europe's future (see attached: last edition of the Enlargement Watch November 2002).
  • Work package 3: elaborating of two annual reports, contributing to the deepening of research on the finalité politique of the European Union and Europe's future, categorisation and analysis of empirical data.
