Higher Education Reform Network - Networking People, Institutions and Ideas
1. About HERN: Educational and training institutions in Europe have to redefine their roles in changing social and economic environment in order to meet new challenges, such as dynamically changing labour market, increasing role of new information technologies, demographic trends (ageing society) etc. In particular, they should be aware that their function cannot be limited only to teaching/training and/or research. In order to be fully accountable, they should also participate in the process of formation of attitudes and promotion of citizenship values. The progress in constructing "Europe of knowledge" will depend on development of continuing dialogue between all stakeholders related with educational, social and economical sectors, development of new society-oriented functions of educational institutions, also through appropriate training of teachers and trainers, and enhanced awareness of possibilities offered by educational institutions among policy makers and economical sector. Framework 5 thematic network HERN (Higher Education Reform Network) is a collaborative partnership to explore, disseminate and advise on the university of tomorrow in relation to societal change and lifelong learning needs and in the context of EU enlargement. It is formed by 11 institutions from 10 countries (5 EU and 5 accessing in 2004). The network explores the following four domains: It creates opportunities for the cross fertilisation of ideas and development of new research partnerships through a series of thematic seminars. An integrated sub-project is concerned with HE's approach to specific issues of "Disability" in relation to these domains. In addition to the planned work, there have been several additional activities. For example, HERN was encouraged by the Society for Research into Higher Education to run a HERN Symposium at the Society's annual conference at Glasgow University in December 2002 and another HERN session was given at the SRHE Annual Conference in London in December 2003. The policy recommendations of the project will be presented to the EC's HE Policy Directorate in Brussels at the end of the project in October 2004. 2. HERN in Polish context Poland is the largest pre-accession country, with important HE sector (about 1,700,000 students, over 300 HEIs). It is represented in HERN by the the Jagiellonian University, one of the oldest European universities. Jagiellonian University plays a crucial role in Polish educational landscape: The Rector of JU is President of the Conference of Rectors of Academic Schools of Poland, he chairs also Conference of Rectors of Higher Education Institutions in Malopolska Region. One of new JU initiatives is the Malopolska Educational Forum, created in 2002. It consists of higher education institutions from Malopolska region, local self-government and local educational authority. The Forum ensures continuing dialogue between educational, political and economic sector. >From the very beginning, JU staff has actively participated in all HERN activities. JU HERN team started also some new HERN-related initiatives, such as: a new Leonardo da Vinci pilot project IDOL (Including Disabled in Open Labour Market)1 and PhD Thesis "The role of new communication technologies in shaping European educational area"2 based partly on HERN experiences. Hern seminar in Krakow "Quality and accountability for lifelong learning and higher education" (July 2003) was a good occasion to promote "networking of ideas", combine various strands of HERN research and look after "hidden variables" of quality assurance: QA and gender issues, QA and formation of attitudes, QA and equal opportunities in HE etc. During parallel workshops the role of State and responsibilities of Academia in the domain of QA have been discussed. CD-ROM with seminar deliverables and extensive documentation on Bologna process has been prepared and distributed. HERN spirit and methodology are present in other initiatives of Polish educational institutions, such as interregional Summer University for Lifelong Learning (Lyon 2003), where the paper prepared by JU HERN team has been presented3.
